I want to know that which is the best platform for creating website.
Is it HTML, WORDPRESS, JOOMLA??

There is no such website's platform which will help you for SEO.
Word press and other platform have some SEO plugins in that you can use, but if you are comfortable with HTML than you can opt for that too.
With a static HTML site, you can control everything with lightweight (doubt with this word) site with faster loading.
Create your website on any platform. But follow SEO guidelines like for e.g. H1 tags, Title, description, density of keywords per page, page loading time, responsive website etc.
For website on page and off page optimization is required.
You can also try CMS like joomla, word press as it make's easier to update your website at anytime and saves time too!!
As said before there is no perfect website for SEO. It depends upon your skills and way of implementation.
Short tip: - Once implement on page optimization whenever you will start your project then move on to next link building.

Its depends on your needs (e commerce, photography, art, forum, blog etc). What kind of website you want?
Word press and joomla are content management systems. You can create website using these platform or use HTML editors.
CMS is best for creating website along with SEO plug-ins available.
Each and every CMS is good for SEO, but my experience say that built website using Google blogging platform. Blogger are easily ranking as compared to counterparts.
what I think is!!
• At last your website is important and it should be for your users.
• Your users and visitors must feel comfortable on your website.
• Whatever you choose – they have some SEO plugins and addons.
It all depends upon which most suites for designer and which provides most flexibility to your site. Quality content delivery is more vital.
Quality content you add on those platforms are more important than choosing website platform. But, try to choose most flexible platform which more suits you.
