I am here on this forum to have little discussion about "How to Advertise Hosting in India, if there is no forum!!! Hope will get good replies or answers.
As I tried Google Ad Word, but result was "Zero ROI".
I agree to your point. But in India you will get Good web hosting companies; you can use their forums to connect with customer or audiences.

Even though there is no forum in India. Then also many MNCs are introducing themselves and making huge amount of money or else we can say getting good ROI.
For a country like India, you don't need only option "Forum" to advertise your service or product. There are many other modes of advertisement; by using them you can earn a lot.
Geographically every market place is different. One needs to study market place thoroughly before investing, taking into consideration their taste, culture and reaching modes etc.
Forums are popular in other country, because people over their consider forums as important mode of advertisement. But if you talk about India, awareness of forums is very less and because of that there are very few forums in India, which is owned by Top hosting companies of India.
Well,
Forums for Indian market won't create big differences in sales or advertising. Companies like MilesWeb and many more has created their existence without any forums. Lack of awareness is main reason for no forums but then also Indian hosting providers knows very strong marketing techniques to advertise their product and service in order to get business.
As someone already said above, study the Indian market before you invest and it's your responsibility to create awareness about your service in different geographical areas. You can't say this, if others are using these then why Indian hosting providers are not using in India!!
Or why there is no forum!!
I will suggest you, why don't you create forum for India to advertise?

Thanks for your suggestions. I will try to start definitely. But as of now I can't do. Because it's really hard for me to manage the forums. I recently closed my own forum.
Why to focus on India only, if we have global audience.

India is worlds largest 2nd populated country. Everyone knows that India is a huge market, which is focused by all investors for investment purpose. Now in competitive market everyone focuses on expanding business i.e every market is important.
The forum is not the only technique through which you can advertise or promote your products. There are so many ways with which you can reach to your targeted audiences.
