When PostgreSQL is installed on the server, accessing it (PostgreSQL databases) from cPanel shows offline. In such situations, best way to troubleshoot is refer /usr/local/apache/logs/error_log. See what they show. If they report any error as above, perform the steps in this post.

Login to WHM >> SQL Services >> Postgres Config >> Click on “Install Config”.
Login to WHM >> SQL Services >> Postgres Config >> “Set a Postgresql password too”
