Please help me. I rarely use Drupal and unable to fix the problem. Some of the pages on the site are displayed without styles and js. Not all of the pages have this problem but some of them are having it. In this case, if I log into the admin area, all pages are working properly, the cache inside the cleaning and the cache in the browser. Am I doing something wrong?

There can be a lot of issues and it is hard to say anything without checking.

Can you help me on understanding the things that I can check at least so that the problem can be fixed?

I have not deal with such a problem but the majority of sites on Drupal have this type of issues. Can take help from a site developer for the better idea.

I'm just someone who had never seen such problem. Just need to know why is it not displayed on the front end and all is well when logged in, unable to understand what is going wrong.

Maaya

Try to disable the cache, and add any line in the html.tpl.php file.

Noticed one thing, it seems in this case, there is some sort of a strange system, first of all, CSS have long names like compressed mod page speed, but it looks like it is some sort of internal system. At the front end on some pages, CSS still does not open and I think that it is damaged on the disc, but when I login to the admin, CSS with the same code have different names for some reason and open normally. What kind of system it is I do not understand.

Maaya

Cache completely disabled long file names - it united style files and JS.  Check how much free space you have on your server.
